Over the past four years, over 14,000 Russian citizens have obtained Kyrgyz passports. Around 20 percent did so under a quadrilateral agreement between Belarus, Kazakhstan, Kyrgyzstan, and Russia that fast-tracks citizenship for those born before the dissolution of the Soviet Union.
