Respondents ranked eight government priorities from 1 (highest priority) to 8 (lowest). “Rank 1” shows the percentage selecting an issue as their top priority. “Top 2” combines ranks 1 and 2. “Top 3” combines ranks 1, 2, and 3. Results are weighted.
“Mean Rank” represents the average position assigned to each issue across all respondents. Lower values indicate higher priority (e.g., a mean rank close to 1 means respondents typically placed the issue at or near their top priority). Higher values indicate lower perceived priority. Because Q14 used a forced-ranking format, each respondent assigned a unique rank from 1 to 8.
