Pandemic Housing Program Illustrates Alternative Homelessness Solutions

San Francisco's pandemic-era "Shelter-in-Place Hotel Program" tested an ambitious effort to use vacant hotel space to house people in need and connect them with permanent housing and services. Around half of the more than 3,300 recipients were placed in permanent housing.
