Local election staff turnover by jurisdiction size
The percent of election officials who left in the past four years peaked in 2022, particularly in larger jurisdictions. For smaller jurisdictions, increases in turnover have persisted since 2004.
This chart shows turnover rate from 2004 to 2024 in two lines, one for jurisdictions that have more than 100,000 voting-age residents and one for smaller jurisdictions. The turnover rate has fluctuated over the years but smaller jurisdictions have a clearer upward trend, indicating a more long-term issue with turnover. In 2004, 27% of staff had left from four years prior in smaller jurisdictions, compared to 36% in 2024. Turnover hit its peak in 2022 for jurisdictions of both sizes. For larger jurisdictions, the turnover rate was 35% in 2004 and 41% in 2024.
