St. Clair County Jail typically restrained people for under 4 hours

Safety Restraint Chair Inc., which makes the chairs used by many Illinois jails, advises that detainees be restrained for no more than two hours in a chair and never more than 10 hours total. Illinois Answers calculated the time spent in a chair based on when someone was initially restrained and ultimately released, so durations may include brief breaks.
