Trump administration's EPA departures are significant

Presidential proposals for EPA staffing have included efforts to both increase and reduce personnel at different times, but actual EPA staffing levels have been declining slowly since 1998. Due to layoffs, resignations and other departures during Donald Trump's second term as president, EPA numbers are already estimated to end 2025 at levels lower than even the steep cuts the president's proposed budget would make for 2026.
