Changes to potential capital funding in the 2024-2025 budget process

First, departments and the school board make capital budget requests. The Finance Department recommends a capital budget, followed by the mayor. The Board of Estimate and Taxation then sets a capital funding limit, irrespective of the requests. Norwalk's Common Council decides capital spending within the BET's cap.
