Georgian Dream's "Russian Tail" In Rural Precincts

While voting results usually roughly form a bell curve, the results of Georgia's parliamentary elections in rural districts shows a "tail" suggestive of anomalies such as ballot-stuffing.

As the percentage of votes for Georgian Dream in a precinct exceeds 75%, the number of precincts reporting such results abruptly stops dropping off.
The horizontal axis shows the percentage of the vote for Georgian Dream, while the vertical axis shows the number of precincts reporting that percentage. Percentages are rounded to whole numbers.
