Some states have thousands of citizens-in-waiting

There is no backlog in some states – like Delaware and West Virginia – but in others, like California, Florida, New York and Texas, tens of thousands of people are waiting for their naturalization applications to be processed by U.S. Citizenship and Immigration Services.

Application numbers include children, who are below the voting age.
USCIS has no naturalization-processing offices in Mississippi, North Dakota, South Dakota or Wyoming.
