Who has flood insurance in NC?

Less than three percent of North Carolina households are protected with flood insurance, according to the National Flood Insurance Program. Most of the policy holders, of course, live along the coast. But sixty counties have less than one percent of households with flood insurance, including most of the counties in Western NC experiencing catastrophic damage from Hurricane Helene.
