How are IIJA projects shifting transportation emissions in rural and urban counties?

This analysis projects CO2e emissions reduced or produced by allocation of funding to different transportation strategies, split by how rural a county is. The majority of emissions shifts, from both CO2e reducing and CO2e increasing projects come from urbanized metropolitan areas, which includes suburbs, where the majority of Americans live. Net emissions will increase if reductions do not exceed new emissions.
