The reclassification rate of California English Learners is recovering from a dramatic pandemic dip

Source: CDE Enrollment by English Language Acquisition Status, Long-Term English Learner, and At-Risk, by Grade, 2015–16 to 2023–24 NOTES: To calculate the numerator of the reclassification rate, we aggregate all newly reclassified students in all grades in each year (e.g., in 2017, ~19,500 students in 2nd grade were reclassified; in 2016, when those students were in 1st grade, only 2,000 had been reclassified; thus ~17,500 were newly reclassified 2nd graders). We repeat this process for all grades and aggregate to get the total newly reclassified students in a year. The denominator is total English learners aggregated across all grades. As 2015 is the first year we have reclassified counts by grade, we calculate only from 2016 onwards.
