Think Global Health has identified 19 countries donating vaccines to 102 nations. A donation qualifies if: (1) a national government is identified as the recipient; (2) the donation is free and consists of vaccine doses, not grants, loans, or procurement assistance; and (3) at least one government or multiple, independent media sources confirm the recipient and donor. Pledges to regional groups, undisclosed recipients, loans, or non-state entities are not included.

Countries in the other category include Albania, Australia, Austria, Barbados, Chile, Dominica, Hungary, Malaysia, Qatar, Romania, Senegal, Slovenia, Turkey, and the UAE.
