CT spending cap will loosen up for legislators

Most elements of state government's $27.2 billion budget are subject to a spending cap. All capped items, combined, can grow as fast as household income (in blue) or inflation (in purple,) whichever is larger in a given year. And the nearly 6% growth projected for the budget legislators will work on beginning Feb. 4, and which will take effect July 1, is the greatest in more than a decade.
