Early on in the years after the ELD mandate came into play in late 2017, the Federal Motor Carrier Safety Administration touted the mandate's safety effectiveness by pointing to reduction in the number of hours of service violations uncovered. Since the pandemic began, however, such violations are taking up a larger share of the total violations issued on inspection reports, in contrast to most major violation categories but for moving violations, generally up throughout the period. For calendar year 2021, though, the hours category was the only major category whose percentage of the total actually rose.
