Title VI civil-rights complaints to EPA by state

Disproportionate pollution burdens are common in communities of color in the U.S. But relatively few people file complaints to the EPA under Title VI of the Civil Rights Act of 1964 to ask for an intervention. Since 2014, individuals and groups alleging Title VI violations have filed the most complaints in California, Texas, Georgia, North Carolina, Alabama, Louisiana, Florida, Illinois, Michigan and Washington state.
