Four states provide undocumented students with access to in-state tuition in some but not all universities, 7 states provide access to in-state tuition only to DACA recipients, 8 states do not have known policies, and 8 states actively block access to in-state tuition for undocumented students, including 3 states which prevent undocumented students from enrolling in all or some public colleges.
States with accessible in-state tuition access have laws specifically allowing undocumented students to receive in-state tuition. States that bar in-state tuition access have laws specifically barring undocumented students from receiving in-state tuition. States with prohibitive enrollment do not allow undocumented students to enroll into some or all higher education institutions. And when a state doesn't have a policy, undocumented students don't have access to in-state tuition unless a state's higher education governing body allows it.
