A Decline in Shootings, But an Uptick in Youth Arrests

In the past few years, fatal and nonfatal shootings have declined sharply in Philadelphia, while police clearance rates increased. Teens have accounted for a larger share of the arrests, though the numbers are small and may be driven by policing practices rather than increased offending.
