Allies are France, the British Expeditionary Force, Belgium and the Netherlands; only France changes without the law. RAF aircraft are those based in France. Armoured divisions are the French DCR and DLM and the German Panzer divisions; motorised infantry includes the BEF's ten divisions. Tanks are counted only if they carry a gun, on both sides. Aircraft are those serviceable on 10 May. Anti-tank guns count all French deliveries in every theatre and German divisional establishments, so both are upper bounds. "Without the law" assumes French factories worked British hours from 1937; it gives France the equipment for more divisions but does not model when they would have formed. Rounded to two significant figures. Method in the appendix.
