Gov. Dannel P. Malloy issued an Executive Order on Feb. 25, 2016, during the L+M sale certification process, imposing a moratorium on CONs for hospital acquisitions. The order was rescinded on Sept. 7, 2016, the day before the deal was approved, extending the timeline.
