In half the states, the people elect a secretary of state to serve as chief election official. In two others, the people elect a lieutenant governor whose duties include overseeing elections. Five states have a secretary of state chosen by the governor; three others let the legislature do that task. In nine states, a board or commission is the top election authority. And in six states, a board or commission shares power with an official.
