Respondents ranked eight government priority areas from 1 (highest priority) to 8 (lowest). “Rank 1” shows the percentage selecting an issue as their top priority. “Top 2” combines ranks 1 and 2, and “Top 3” combines ranks 1, 2, and 3. Results are weighted.
“Mean Rank” represents the average position assigned to each issue across all respondents. Lower values indicate higher priority (for example, a mean rank close to 1 indicates that respondents typically placed the issue at or near their top priority). Higher values indicate lower perceived priority. Because Q15 used a forced-ranking format, each respondent assigned a unique rank from 1 to 8.
