A surge of higher income pupils

Florida's 2023 school reform law opened state scholarships to all. That attracted wealthier families who would not previously have qualified for taxpayer subsidies.

Low income is below 185 percent of the federal poverty level, or less than $55,500 annually for a family of four in 2023-24. Moderate income is 185-400 percent of the poverty level, or $55,500 to $120,000 annually for a family of four. Higher income is greater than $120,000 annually for a family of four.
