Most people eligible for student debt relief have Pell Grants

In all but two states -- New Hampshire and Massachusetts -- the majority of borrowers eligible for student debt relief are Pell borrowers. In Connecticut, 238,200 Pell Grant recipients account for about 52% of 454,200 borrowers eligible for debt relief.
