Will CT's finances be balanced when federal pandemic relief is spent?

Connecticut will have spent much of its $3 billion in pandemic relief by 2024, and all of its relief by 2025. A new forecast shows the General Fund will be fine, assuming rosy projections for volatile income tax receipts hold true.
