March 13, 2020, is the date used by Ballotpedia to mark the beginning of nation-wide governmental responses to the COVID-19 pandemic. This same date is used in 2018 as a cutoff date to allow for the comparison of the number of candidates filing per seat up for election before and after March 13 across the two years.
