Ballard Partners, the top earner in 2025, multiplied its fourth quarter revenue by over four-fold since last year. Checkmate Government Relations, a firm that began operating in 2024, ranked ninth in fourth-quarter 2025 income, pulling in 137 times more than it did in the same period last year.
