Oregon's Department of Human Services does not track how medical decisions are made for individuals with developmental disabilities who cannot make their own health care decisions and who cannot appoint someone to do so in their place. The newsroom surveyed officials statewide, finding at least 1,325 individuals who have been determined "incapable." This tally likely undercounts the total number. That's because many counties said they were unable to quantify incapable individuals whose decisions are made by support teams.
