Rising Detention Populations at MTC: How Do Recent Trends Compare to Fiscal-Year Averages?

This chart compares the population average for the first two weeks of September with the average for the entire year. At three out of five MTC facilities, the shorter-term average is higher, indicating that their populations rose.

The Reported ADP is the fiscal-year-to-date average population, which smooths out short-term fluctuations. The Interval ADP provides a more recent estimate of the daily population for the 14-day interval ending Sept. 15, 2025. When the Interval ADP is higher than the Reported ADP, it signals a recent and rapid increase in facility population.
