Note: The numbers of political prisoners are conservative estimates. Exact figures are, by nature, impossible to know. In most of the countries concerned, freedoms are restricted and access to reliable information is limited. Many governments deny holding political prisoners, branding them as ordinary criminals. Prisoners may have been released and others incarcerated since these estimates were made. Additionally, there is no universal definition of what constitutes a "political prisoner."
