SEPTA considers a train on time if it reaches its final destination within six minutes of its scheduled arrival. As far back as 2015, that wasn’t happening up to 17 percent of the time, on average. Since then SEPTA’s focus on improving service has yielded big improvements on some of the Regional Rail’s 13 lines, while others have been more impervious to change.
