State governments rely on different types of taxes

Florida and New York have similar population sizes, as do Washington and Arizona. Since neither Florida nor Washington has a personal income tax, the pairings can be useful. They show how some states rely more on other taxes, particularly sales taxes, to pay for public services. Note that local sales taxes and local property taxes aren't included.

Four pie charts comparing states show Florida and Washington state, both with no personal income tax, getting about 80% of their revenue from sales tax. New York relies on sales tax for 26% of its revenue in comparison.
