Coronavirus Watch: Covid-19 cases (per 100K population) per week by state

If the goal is "flattening the curve": When we see new cases per 100K pop. approaching 200 per week in a given state, that's when hospital systems in certain parts of the state start to get overwhelmed.  If the White House task force guidelines for considering re-opening are still valid: Look at the last three bars for each state and see if the last two are showing a consistent declining pattern.  Policy question:  Does it really seem safer to open Massachusetts (161 new cases per 100K population last week; slightly declining) than Maine (19 new cases per 100K population; slightly growing)?
