Data comes from NHTSA fatality data. The statistics in this table may under- or over-estimate the danger of biking in some communities, as there is no controlling for how much biking occurs or overall traffic fatalities in a community, which range from a low of 2 to a high of 310 in the communities shown. Unsafe streets are a major reason for people choosing not to bike and it is possible that a low percentage reflects overall dangerous streets with little biking.
