Only Pittsburgh and Philadelphia have enough people to create Senate districts without combining other townships. Philadelphia, Pittsburgh, Allentown, Reading, Erie, Upper Darby, Scranton, Lower Merion, and Bensalem township have populations sufficent to have their own House district.
