The number of people who may be admitted to the United States as refugees each year is established by the President in consultation with Congress. Since Donald Trump became president in 2017, the number of refugees being resettled has fallen to record lows. It's now unlikely that the U.S. will accept the ceiling of 18,000 refugees that the White House approved for the year, already the lowest number in history.
