Net liabilities for police and fire systems are for fiscal year 2019, while the most recent year of data available for IMRF liabilities is fiscal year 2018. Due to the fungibility of money, "property taxes consumed by pensions" represents a ratio of total municipal property tax collections to total municipal pension costs, irrespective of revenue sources nominally dedicated to pensions and cash flows between accounts.
