For all programs, annual earnings stabilize and begin increasing in either the first or second year after enrolling in homeless services

This figure tracks average wages in the two years before the quarter of enrollment (Y-2, Y-1) and the two years after the quarter of enrollment (Y1, Y2). It does not show the average wages during the quarter of enrollment, so the change from Y-1 to Y1 should be interpreted as occurring after homeless service entry. Average wages are winsorized to reduce the influence of extreme values and inflation-adjusted to July 2022 dollars to place wages from all years on the same scale. The study uses each person’s first enrollment during the study period as the reference point. This means that the programs identified in this figure were the first homelessness program each person enrolled in during the sample period, but they may have enrolled in other programs.
