Arizona among states with most ICE detainees sent to solitary confinement in 2025

Arizona had the second-highest number of people sent to solitary confinement while in immigration detention in 2025, second only to Texas. A total of 11,400 detainees were sent to solitary that year. 

Note: The data represent the number of people sent to "segregation" in about 90 ICE facilities in 2025. ICE claims it does not use solitary confinement and instead refers to the isolation of people in individual cells as "segregation." An additional 130 ICE facilities did not report segregation placements. The month of September was also missing.
