Personnel expenditures account for roughly 70% of the city's general fund costs and include salary growth, retirement costs, health premiums and more. Morales argued that although the city will see a cumulative increase of roughly $3.3 million in revenue in the next five years, personnel cost increases alone outpace revenues significantly with a cumulative increase of $6.7 million in the next five years.
