The unassigned portion of Norwalk's general fund, also called the "rainy day fund," has increased by about $43.7 million since the 2014-2015 fiscal year. As percent of the city's total general fund expenditure that has has increased by about a fifth in 10 years, though, its only grown 8 percentage points. The rainy day fund has grown proportionately more than the total expenditures in the 10-year period.
