Stops, searches declined most for Black drivers

Before Ramsey County changed their policy on non-public-safety traffic stops, Black drivers were disproportionately more likely to be the subject of stops and searches for equipment violations. While stops and searches dropped for all groups and disparities remain, the racial gap narrowed significantly.
