N.J. local governments owe $1 billion in accumulated leave

Across New Jersey's 564 municipalities, local government workers are owed hefty figures in banked sick time and other accrued leave that can be cashed out at retirement. Dubbed "boat checks" by critics, those liabilities can equate to hundreds of dollars per resident of a given town.

For some communities, figures from prior years were used due to gaps in the state data.
