Annapolis has recorded 84 homicides over the past 19 years and police have closed two-thirds of them. A closed case could mean an arrest, charges and a conviction. Or it could mean the suspect died, among other possibilities. Police Chief Ed Jackson said the department’s clearance rate since 2000 — around 66% — compares favorably to national trends.
