Not surprisingly, 33% of total PPP funds went to California, Texas, New York, Florida and Illinois, the states home to the largest numbers of small businesses. California received $33.4 billion, the largest amount, and Wyoming received the smallest, $83.7 million.
But the story doesn't end there: an analysis suggests that states like California, where Democratic governors issued stay-at-home orders, may have been deliberately shortchanged.
