How the EPA's workforce has changed over time

Each fiscal year, the EPA budget approved by Congress includes a count of full-time equivalent staff. Before FY2017, the count showed actual FTE totals; after that, it reflects the budgeted ceiling. The FY2025 budget does not include the second Trump administration's staff cuts.

Line rises quickly after EPA was created, then cuts back sharply in Reagan's first three budgets before rising again. It also drops under the first Trump administration but not as sharply as it did under Reagan.
