Gov. Tom Wolf in 2018 ordered every county to buy new voting machines in time for 2020 that leave a paper trail. Experts widely agree that the paperless electronic machines previously used by most voters in the state were less secure than paper-based systems, which can be audited and recounted. Dauphin County on Monday selected new machines, becoming the final county to do so.
