The explosion of off-site activity that began to occur before the COVID-19 pandemic was clearly set in place by the end of 2020, when about 4 in every 10 FMCSA and state audits were conducted entirely off-site, away from a carrier's place of business. Similar shares of off-site audits occurred in 2021.
