Summary statistics for 1915(i) SPAs and 1915(c) waivers serving people with mental illness

Note: Estimates as of August 2024. Estimates are shown by serious mental illness (SMI) and both SMI and serious emotional disturbance (SED), separated between SPAs and waivers that might include other populations in addition to SMI/SED and those that do not. The SMI and SMI + SED groups are mutually exclusive. Enrollment in 1915(i) SPAs is estimated from the annual projected number of participants listed in the official state Medicaid documents. Enrollment in 1915(c) waivers is estimated from the listed number of unduplicated participants in the official state Medicaid documents. Usually, a range is listed for the number of unduplicated participants, which is why a range is shown for 1915(c) waiver beneficiaries. The average number of beneficiaries served on 1915(c) is rounded to the nearest integer. Some SPAs and waivers serve only the SED population, which are not included in this table.
