UMN among the lowest for liquor law violations in Big Ten schools

The number of arrests for liquor law violations each year per 10,000 people is highest at the University of Indiana, which also has the highest total amount of arrests when not adjusted for student body population.

Have arrests on the UMN campus always been so low?  

For some schools, like the University of Wisconsin, state law dictates that underage drinking is a civil offense, not criminal, and aren't counted as arrests.
